Sponsorship and exit permit system reviewed by government
The sponsorship and exit permit system has been under scrutiny by international organizations and media outlets and has even been reffered to as a form of "modern day slavery."
Jameea Al Sulaiti, from the National Human Rights Committee (NHRC), said the organisation was actively following up on workers’ rights issue.
“We are working to help create an environment that would prevent human rights violations and protect workers’ rights in a more effective way,” said Al Sulaiti.
In this regard, she said that the existing sponsorship system (which includes exit permit rules) was being studied by the authorities concerned in order to look for suitable alternatives.
“We are actively monitoring the human rights situation in Qatar,” she said.
The NHRC is cooperating with other Arab countries to help make the Arab region free of human rights violations, she pointed out.

Qatar Government....just only reviewing..they are didn't change those laws until finish all construction in here. Coz, if they change the law all the constructions are drop. They are afraid for this. Actually they need to build the qatar with sweat and tears of the innocent people. I think this is the ugly truth.

Most of the workers has been abused badly, like in our case we haven't received salary for 3 months coming 4 months already, what will we do! Most of us are afraid to report, because our passport are held by our company, hope this system will be abolish so that most of the company will learn to respect the rights of the workers here! Kiwiinqatar: It appears you have not had the opportunity of facing the realities in companies whose management act as gods of human destiny. Many of them are managed by expatriates. The MD of my last company had no respect whatsoever for any worker from the highest to the lowest level no matter how good he was. He frequently commented "throw him out; there are hundreds waiting in line for his job." No employee would ever desire to leave a good employer. On the other hand, a worker in a well-managed company that respects its employees would go the extra mile for the progress and prosperity of the company. This is because it is from there that he gets bread for himself and his family.
The system is fine. It is the unscrupulous employers and lack of enforcement of the rules that walk all over human rights. Imagine how little would get done around here with every man and his dog changing jobs every two days.

Even if someone want to leave from this deep shi8 , many sponsors black mail them by not giving Exit Permit and delaying their stay without salary .

Were hoping that this system will be scrap ASAP to prevent further abuse, no one will leave the company if they treat their employees fairly. I'm tired reading the rights of the employees, but its still not happening, even if you report to the Labor Department. We been told by one of our comrades that they go to the Labor Department and report their problems, Yes the labor department send representatives to their company to investigate, but the boss in their threatened them, you will win your case, but will delay the case as long as i can! At those times let see if you something to eat. So what they will do. they just waited when will the company give their salary, that's why it very difficult to complain. thats is Human SLAVERY!

For implementation they would have hardly taken 5 days only, where as for revoking their own decisions, do they need 5 years even after pressuring
them from all corners ? Where there is will there is a way !!!!!

I am sure the authorities are fully conscious of the fact of how the work force is exploited by companies here. It is just not the non-payment of salaries of employees for several months but also the open flouting of other rules and regulations such as working a 9-hour day and only a single day as off. If the kafala system gets abolished which I believe is a dream, it will give workers a choice to kick bad employers on theirs butts.
It is not the system, but the enforcement of laws that is the problem.

Look at the neighbors and just copy and follow what they are doing. They dont have sponsorship or exit permit restrictions , still going strong and better than it is here....

I heard they are reviewing it since 5th century AD , And they decided to give some privileges to slaves instead of abolishing it completely .

Haha another review and next year, a review, then the year after that. Maybe by 2034 there will be a committee to review the recommendations of the review, to recommend this is further reviewed.

Currently we are having same issue. My wife was working in one of the private Nursery, She has submitted her resignation letter by given a month notice. Her last working day was 12th Dec but the owner refused to release her and given the threaten they have a power from top level and will not give the passport and exit permit. they are keep on sticking that they have 2 years contract that should be complete actually she has already worked 15 months for them, now myself moving to U.A.E but having difficulty from my wife because of that may i am going to loose my job as well in U.A.E and i have already resigned from my current job. Please is there someone who can help us to get my wife passport and exit permit.
Until recently nobody who hadn't studied or worked in the Middle East understood just what the Kafala was, and how the Qatari and Qatari based employers used it. That is now changing. The word Kafal is now appearing in newsprint in the western world, prompted by WC 2022, and the implications that aren't written down of how it is used to intimidate and exploit migrant workers are starting to be understood to the extent that the Qatari are now beginning to be defined by it - and the reaction is not good. So words like "reviews" and "investigations" into human rights are now being seen for the cynical deception that they are. Only when the Qatari abolish the Kafala will anyone believe a word that they say.
We are repeatedly hearing this story for many years; "officials are reviewing the system"...Thus whenever the issue pops up they issue a statement saying we are reviewing it. But after some days it goes silent..Employees should be freely allowed to switch their jobs, Passports should never be held by sponsors, Exit permit system should be scrapped. This is human rights. Islam didn't welcome such systems which resembles slavery so please stop this without further delay. If sponsors think that they will lose their employees then let them treat them better to avoid leaving them..
N.O.C. system should need to review as well! Isn't it?
The alternatives should be broader (with inbuilt flexibility), and those should be able to take care of the community needs for the next at-least twenty years.
