Expats and citizens are equal in Qatar, declares Labour Minister
The Labour Minister of Qatar has declared that both expats and Qatari citizens are equal and are entitled to the same rights.
HE Dr Issa bin Saad Al Jafali Al Nuaimi said in his address to the Governing Body of the International Labor Organization (ILO) in Geneva that foreigners residing in Qatar and working for its upliftment are equally important to the state as its Qatari residents and have the same duties.
He also stressed that they are also equal in the eyes of the law and there is no discrimination or differentiation according to the Qatari Permanent Constitution
The Labour Minister also “reaffirmed Emir H H Sheikh Tamim bin Hamad Al Thani’s and Qatar’s commitment to strengthening its legislations, rules and regulations and initiatives to protect foreign workers”, says QNA.

However, it goes without saying that expats in Qatar enjoy the equal rights only to a certain level. It’s a known fact that unlike the citizens of Qatar, the expats cannot change jobs, get a loan or a driving license without the sponsor’s permission.
“Additionally, most blue-collar workers typically live outside central Doha and lack access to private transportation, making it difficult to attend some hearings”, reports Doha News.

For leaving a country or getting the same facilities as the locals, expats should have sponsors permission (Where ever the rule applies). After all expats are non citizens of this country. Every country should follow such rules. What Dr Issa bin Saad Al Jafali Al Nuaimi said applies when the locals or the officials sees every person in this country as humans, with seeing no difference in color, caste or community. One should be allowed to enjoy the same quality of life as the locals do. No matter if you are in a shopping mall, race course, gardens, parks or other public places. Do you guys not agree with this?. Expats and citizens should equally follow Qatar rules honestly, keep yourself's and surroundings clean, be nice and respect each other, say sorry (even if it is not our fault), help each others, always pray to Allah, be generous to environment and make this country safe and a better place to live. Try your level best to get placed in Heaven once we die.

I am not sure as to how it is same. We have 2 yrs ban and need Sponsors permission to leave the country, open a bank account and even applying for a D/L.
