Generally speaking, CAD65,000 (before tax) will allow you to live a reasonably decent life for a family of 5 in a cosmopolitan city like Toronto, Ottawa or Vancouver.
My guess is that for a similar lifestyle, CAD55,000 (before tax) will be sufficient in a smaller city like Winnipeg.

I am from Toronto. I don't know much about the real estate prices in Manitoba, but know for sure it is cheaper than the GTA.
The word decent is a very subjective.
I doubt that 65K before taxes is a good salary. Remember that cars, car insurance, utilities, gas and groceries are more expensive than Doha.
For a family of 4 (two parents and two kids) you will need 4k/month, including rent or mortgage.
A lot of it will depend on your lifestyle !!!
