Qatar initiate to scrap the sponsorship system
Qatar will be the second Arabian Gulf nation to initiate scrapping sponsorship system, the Qatar Prime Minister, Shaikh Hamad bin Jasem bin Jabr Al Thani, said.
The scrapping of sponsorship system has been the subject of study for a long time, said Shaikh Hamad.
An ad-hoc committee has been established to look into this issue such that it does not harm foreign workers or citizens in assuming their responsibilities towards the sponsorship system, he said.
Commending Bahrain’s act of scrapping the sponsorship system, Sheikh Hamad said that Qatar is also studying the Bahraini law, so that appropriate decision can be take.
Bahrain had made an announcement last month that beginning August 1st, a new labour law would be implemented permitting foreign workers to switch jobs without having to receive consent of their employers. This move was much appreciated by embassies in Manama, the International Labour Organisations and rights activists.
The business community, however, resisted several members of parliament and political formations on the grounds that it would cause harm to local economy.

If this things happened, every one will be very happy except for some greedy sponsor.

That's one of the reasons for maintaining the sponsorship system, unfortunately.
Aside from giving business owners (ie nationals) some security that wages will be kept under control, it is also a good means for the central bank to keep a lid on inflation.
This, I'm told, is one of the reasons why it has been so difficult to switch jobs, even with an NOC. The Ministry of Labor recognises that generally people move jobs to earn more money, so allowing people to switch jobs would contribute, however marginally, to a potential wages spiral.
Keeping bargaining power in the hands of the employer reduces the potential for wages, and therefore inflation, to get out (more) out of control.
Nobody likes change...least of all the Manpower Companies who "lend" out labour like Pimps lend out women.
But what Bahrain offered seems fair......its not going to be like ....there is a VACUUM in Qatar that cannot be filled!!!
At least the labourer's salary will increase which would be fair and his manager's will decrease.
Finally.....it will weed out the inhuman manpower companies, Contracting COs & Employers.
How does it happen in other countries? so why only this system only in the Gulf.....
....are there no expats in other countries looking for work?
This would be a step in the right direction. And with one stroke Qatar could free itself from the blame of Human Rights abuse.

dont get me wrong, im all out about scrapping sponsorship system. but if this gets out of control once implemented. they will immediately go back to the old futile system. which is bad for all of us. =(

Qatar need to step back and watch what happens in Bahrain for a year or so first.
