Is there any building complex / compound with childrens play area / park. Or Rumaila park is only area for childrens to play. I think there should b more chilrens park in each locality at walking distance.

But the areas mentioned are not exactly dense residential areas. Show me a park in Um Guwalina, Najma, Old Salata, Hitmi, etc.
Dahl Al Hamam Park is near Landmark Mall. Going from Landmark Mall towards West Bay, turn right at the first Roundabout (Dahl Al Hamam R/A) and take the first exit on the right.

You are right. They need to keep children off the streets, running in and out of parked cars.
