which pay as you go sim card is best?

Please can you tell me which is the cheapest pay-as-you-go sim card for local calls? Is Qtel the best or the only one? Thanks.

Qtel only at the moment. Vodafone will be available in the Autumn if you can wait that long.

Currently HALA by QTEL is the only one available. Hopefully, vodafone shall introduce something better.
