i have iPad 2 locked to Verizon, how can i use it here in Qatar with local networkes ?

Bahraini83 is correct. Yous shouldve purchase Ipad2 from AT&T which uses GSM instead of CDMA

sorry to disappoint you .. but Verizon uses CDMA technology which isn't used by any telecom company in Qatar .. i have just finished my research in that regard
