Where can I buy actionvoip card to load my account?

My friend told me that I can call my family in the Philippines w/ cheapest amount using this ACTIONVOIP from the internet..but we doesnt know where we can buy this card. Online buying needs credit card...sad to say I dont have this. Advance thank you for the reply
