Do you have a Resident permit (RP) for the UAE, does your designation on the RP allow for visa on arrival into Qatar.
Your best bet would be to visit Qatar Airways office in UAE and get a proper answer providing your residence your details.
My RP does not allow visa on arrival to UAE, however, I have traveled numerous times without any issue.
