police clearance

Dear all, my husband needs to get a police clearance certificate from Qatar for his immigration to Canada. my husband now in the philippines so I need to take the police  . Can anyone, preferably on the basis of experience, answer following of my questions:

1. Where is the location of office that will give my wife a Police Clearance Certificate?
2. What documents of support do I need along with the original application form? Do I need letter of No Objection from my work sponsor, or is that not required? 
3. How long does it usually take to get a Police Clearance Certificate?
4. Is this certificate in Arabic or English, or in both languages? Can I request at the time of application that certificate is to be issued in English only?
