How to deal with Verbal Harassment internationally?

Dear Community of Friends in Qatar,

I hope you are doing well. I am facing a problem for which I need some serious recommendations and directions. Here is my story:

 

There is this person (let's call him AB) who has been harassing me and my family for a very long time over phone. Unfortunately for our family, he is also related to us and so he has all our personal information. He used to reside in Qatar until recently, and verbally harassed us over our landline phone and over our mobiles. He would send us obscene messages cursing our family members and would call us at ungodly hours during the day and night. We couldn't take this any longer so we went to the Capital Police station here in Qatar to complain about him. The police officer asked us if we wanted to register a case against him in the court, but my father took pity on his wife and kids and asked the officer to let him go with a stern word of warning.

Now AB has moved to the UAE and is harassing us over phone from there. He continues to send us disturbing messages and calls us and threatens us over the phone for our life. I am personally sick of this nonsense and so is my entire family.

Your Help: Could you please please suggest ways by which I can launch a complain against him either here or in the UAE or perhaps even regionally, so that it would deter his behavior and we can have some peace of mind? I would really appreciate any help from your side.

if ur dad felt pity why do u want to complain ..... tell them the real story ur dad uncle n urself were embarrassed in the police station..... the policeman just dint buy any of ur allegations since u had no proof but he did have everything aganist ......i guess if i am not wrong he was ur brother in law ...... and his own sister had lodged complaint against these people at capital police station..... and these [people deal with drugs murders prostitution,.... kindly ask people in doha about them u will have a better picture about who these people are....

@ Muhammad: No use mate. We have mutual relatives and it'll be very easy for him to acquire our new numbers as well.

@ techn: I did add him to a reject list using a phone blocking app, but it still sends in the call. However, the bigger problem is that I can't stop him from messaging or bothering us at 3 am on our landline. Also, I can't be bothered to stoop down to his level by using his language on him :S

@ doha estate: Interpol in Doha? I have seen their office near ParcoMall, but would they be able to help with such a complaint?

@Molten Metal: I think he resides in Al-Ain now. Can I still contact the UAE police and launch a complaint against him? Any specific website you would recommend buddy?

if that person is calling from a fixed number you can put that number into reject list. Often when you neglect that person, he will stop it since he is not getting any satisfaction out of his work. Another approach might be to be bold with him, use the same kind of language he is using .
