7+7+8=22 days, 1 week balance is 8 days..this is the correct calculation..most of the companies caculate three weeks as 21 days..well that is not correct.

As i knew according to our company policy, up to 5 years you will get 21 days/year above 5 years only a month/year.
ie, if total service year is 6 then it will be 21x5 plus 1 month.
