Fingerprinting for U.S Clearance Purposes

Can anyone help me out??? PLEASE
We have been trying to solve this problem for some time now but have had no hope. Hopefully you guys can help us out. My husband needs to get his Fingerprints for the U.S. Specifically for F.B.I clearance and U.S state clearances. He has to get his F.B.I form with his fingerprints and also his fingerprints on a fingerprinting Card for U.S state clearance. Where will we be able to go to get them done. My husband has visited the U.S embassy in Qatar who have been of very little help and the CID who only do the fingerprints electronically. Please help us out if you can. Your replies would be much appreciated.

My husband has to go all the way to UAE from Doha to get his fingerprints than???
