Family Visit Visa to Company Work Visa

My sister is currently under visit visa sponsored by me. She got a job offer and company is asking her to exit before they can apply for a work visa for her.

I thought NOC from me plus an additional fee of QAR500 for visit visa conversion to company work visa will do.

Please advise if it.is now.mandatory to.exit...
