Business visa and NOC

Hi everyone
I had joined a company in nov 2012 and because of no salary payment on time and pending of salary for a couple of months I asked to cancel my visa and asked for a NOC and they agreed to give me an NOC but for a price of QAR 8500/-, So i returned back to my home country and got another oppurtunity to work in another company, this company had applied for Business visa for me with the NOC that I had given them. Now my question is
1. When changing from the Business visa to work visa for the same company, is another NOC required(As the 1st NOC was applied for the Business Visa)?
2. If I am not able to provide 2nd NOC, is it possible to exit from here and return back to the same company on Business visa, or will I again have to submit NOC or is the xerox copy of the NOC enough?

Can we get some confirmation from the Immigiration office, do we have any information desk there?

Somebody correct me if I'm wrong, because IMO work visa and business visa is entirely different visas. So the business visa that was applied for you didn't require an NOC. So I think, your new company can still submit the same NOC together with a new work visa application, provided that the NOC is the original letter from your previous company.
Yes i understand, but if there is a lot at stake then we are made to this .But is it possible to exit from here and return back on the business visa with the same company who had issued the business visa without NOC or is a copy of the NOC just enough?

MM: That is the reality on the ground if you are not aware of it yet. To my knowledge many companies simply make the employee sign a document that he has received all his benefits before giving him a NOC/Release. The employee loses thousands and the employer enjoys the easy income. Very cruel but yet very true.
8,500 for a piece of paper ? Are they selling gold ?
