Why ask for my mobile number

Why do stores require mobile numbers of its customers? I have purchased from certain retail stores and they have required my mobile numbers when I paid in cash.

The only times that they did not ask for my mobile number are when I used my debit card.

Can I decline when stores ask for my number? I wouldnt want to receive junk SMS (if sales and ads were the reasons for asking for my number in the first place).
