If Police will catch ur car in Garage under repair without letter, they wud charge penalty to Garage as per rule. So it doesnot matter whether its big damage or small, But Garage will only accept ur car if u have police permission letter. Only possibility is if u know some Garage owner personally......:)
it's advisable to get a police report first as most of garage operators require a police report before they fix scratches or even small dents...
