Can I use POA to buy a car that belongs to someone who is no longer in Qatar?

Hi everyone,

I bought a car recently from a friend of mine, who is no longer in Qatar. The registration and owndership is still under his name.

My quetsion is how can we transfer the ownership under my name, knowing that it will not be easy for him to come to Qatar anytime soon? Can he make a POA (power of attorney) or Wakalah, from the country where he is, and send it to me? Can I register the car under my name using this POA document? Or is it an absolute must that he is physically presnet in Qatar?
