Employer 1 could easily not issue an NOC (It's their right according to the law of the land), it doesn't benefit them in any way, cost recovery is a valid business decision.
Maybe you could negotiate with your new employer to contact the old one and pay those costs:
Employer 1 spent x QR to get you here and issue a visa.
Employer 2 wants you.
If employer 2 got you from your country, they would have paid the same x QR.
If they are releasing you for the reason they state they should issue the NOC for free. If however you are breaking your contract without completing the first year then you would have to repatriate yourself at your own cost. If they are then doing this as a 'favour' so you can stay here and look for another job I'd try and negotiate!

I also agree with Baldrick - as you are being made redundant due to the recession, you should not have to pay anything for it.

Just tell them to show you the company rule or policy that says it has a cost.

Bro, NOC is subjective but it is FREE. I think that they want to recover their "overhead cost".
