In the initial news that appeared several months back with regard to the changes in the sponsorship system, I recall having read that the employer will be able to keep worker's passport "with their permission" and that would be for "safe-keeping." If I am right in my recollection, then nothing changes in the new regulations. Should this be implemented, employees would need to go crawling on all fours to the employer and lick his boots or meet "certain demands" to get his passport back and go home. In fact the situation would be more worse than now as currently it is illegal for the employer to keep the passport of employees.
