I had a similar problem with Kahramaa. My monthly bills were quite regular, and then all of a sudden I got a large one. Apparently Kahramaa doesn't check the meters regularly, so often times your billls are estimates--which means someone in the office decides what amount to bill you. As someone mentioned in a previous comment, it's possible to request a meter reading. It's extremely inconvenient...you need to stop by their office, and then meet the man at your apartment...who is usually late, and typically can't find where you live. That task took up half of my day, but it was the best way to sort out my bill.
I also have a colleague who received a similarly large bill, and after requesting a meter reading they realized the previous reading was written down incorrectly. Kahramaa told him there was no way to correct the error, as once the consumption reading is entered into their system it can't be changed. So they told him he won't be billed until he uses up QR 4000 of water...
