BE - this is a monumental problem here in Qatar, I have never seen so many unwanted strays anywhere else I have travelled to and I have been to rural SE asia!
(There are currently at least 5 unneutered stray toms just around my house, I never encountered this at home)
Also, if you take other parts of the world, they have a well set up system of charities and organisations who can take in unwanted pets/strays, there is very little here. When I asked for QAWS help with the sick Kitten I found, they turned me away, I know of no cat organisation that would refuse to take in a very sick animal in UK.
For those that want evidential proof (for those that doubt every word I say) - you can look back over my topics and questions and see when I asked QL for help with the kitten a few months back (BTW I got none then too)
