I would take it to the embassy - if the Philippine regulations are anything like UK, the individual does not own the passport, neither do the police but the state of the philippines do.

take it to the police station, expect for it to be lost, never to be returned.

Take it to the embassy, when the person comes for applying for a new passport, there is an outside chance that it will come up in the system that they hold said missing passport.
