The City Centre Mall is not a public building, the owners are entitled to charge for parking, just as they could charge for the toilets if they wanted. Just like they charge rent to the tenants in the Mall. Its a business. What they have achieved is a Mall that we can now go to and find a parking space. Spaces being taken by shoppers who will spend some money with the Malls tenants.

I think its a great move.
