In our country, parking spaces for a structures are predetermined such that if there is any deviation made, we make sure that number of parking slots allocated are kept or if it really necessary to 'eat-up" some parking slots, then an altenative area will be allocated in some place within the structures.

But I agree, there is branch of government that deals with this and approval of occupancypermit should also be based on the number of parking slots allocated.  But again, economics of building a structures also is a big consideration in planning and building a structure.
