payed parking is there to ensure that you get quick parking. how? city centre parking is used as a free covered parking area by a lot of employees working in highrises on the other side of the road. the new pay system aims to get rid of these freeloaders, whilst ensuring  that mall users get quick parking.

my only gripe? cinema goers should be charged minimum rate for 4 hrs. they can do this by validating the movie ticket. every movie tkt buyer gets first 2 hrs free and then standard rates apply.
