There's a difference between being given a 'job' and a 'job title'. If I had been brought up in a house with maids and servants and given anything I want, and then was expected to go in to the workforce and actually WORK, I would struggle too.

The older culture amongst locals is completely at odds with a culture where an honest day's pay follows an honest day's work.

You can't train or develop people to be motivated.

To me the real issue is that most Qataris are getting hacked off seeing billions of dollars being thrown at pet projects like museums and festivals and flying around the world buying football clubs, to the constant refrain of 'we are the richest people in the world'.

But at the same time they are being told to expect nothing from their government. I'd be pissed too seeing lazy old Sheikhs driving around in the latest Mercs and BMWs, knowing that they have never broken a sweat in their lives.

If Mariam wants to be the courageous op-ed author that she seems to think she is, she should write something exposing government cronyism, corruption and private sector fraud, rather than just lazily pointing her finger at the expats.
