The best bet for finding that 'friendly neighbourhood bar' is to try Irish Harp, Belgian Cafe and the Golf Club (well, the latter is not just a bar, obviously, but in green-starved Qatar, a very pleasant change). You could also check out Scherezade at the Ramada and Paloma at the Intercon, Admiral's at the Ritz.
Carluccio's has the cheapest (decent) wine in Doha.
