People wake up, there is a new commercial law in place that states if a customer requests a refund on a product, the retailer MUST refund the price in full, if the customer provides proof of purchase. Should they not abide by this law they can be fined a very large amount.
Every retailer is obliged by law to display this policy at their cash counters. This gets checked by the ministry. The original is in Arabic, but there is a translation available. Report the said company, and demand your refund, as per Qatar Law.
Another interesting fact is that shops are by law not allowed to offer sweets, or peanuts if they dont have change. They must always benefit the customer. Again you can report them if they do, and they will be fined.
Check the MOI website (sorry I'm too lazy to search for it now :))
