The onlyl reason they have tight rules to enter bars is because it's the Muslims who keep trying to go inside to drink.

The odd thing is that there is nothing to stop Qataris (or anyone else for that matter) from getting wasted at the restaurants in hotels.

Mostly the westerners get a QDC license and drink at home. The people who have to go to bars are mostly people who can't get QDC licenses.
