I have seen the add my self one full page Al-Raya news paper the day before yesterday.

Qtel is packaging these mobile along with Shahry packages, starlink is the official distributor for Qtel in Phones and other services like the 3G cameras etc.

You can ask Al-Raya to give you a copy.
