I don't think it’s solely a Qatari problem.
As for the local media, we all know its value and influence power, in this region!
When I referred openly discussed, I was referring at government level – those who have (theoretically) the power to change things (by establishing and enforcing policies).
The fact that Qatari authorities choose to compose their society the way they choose (unbalanced number of males versus females and complete segregation of genders) might contribute for the problem.
