Hi gvd, what is your basic salary that is being offered?
Right now, the minimum basic salary criteria is 4500 QR, so if you are joining within the next 1 - 2 months, and your basic salary is more than 4500, then you have a chance because this 7000 QR thing is not yet implemented, and it may take a while. But then again, you have to lucky in Qatar to get all things the way you want :)

And yes, if you are not qualifying the minimum criteria, then I dont think you have a chance, and my suggestion would be to not to try other options. Because other options are to go for fake documents, which could put you in trouble.
