You say that a driver who violates traffic laws is still a driver, but not a good one.
So following that logic, a Muslim who doesn't follow the laws of Islam is still Muslim, but not a good one.
But some of your earlier comments don't agree with this;
"Who breaks the law of God, he is out from the faith. It doesn't matter whether he continue to claim as Muslim."
"If someone doesn't follow the teaching of islam, they won't be muslims."
