How would a centralized European government under the Lisbon treaty erode member nations sovereignty that has not already been done simply by being a member of the EU?

From my understanding the EU court already does dictate laws and jurisprudence for the EU. That is a done deal... Meaning nothing to do with the Lisbon treaty.

Is the issue of a possible political office being created explicitly for a president type individual (instead of the rotating 6 months program currently being exercised) laid out within the Lisbon treaty?
