In other ME countries.. no you can't get in the stadium.. but you can buy it from shops.. not just hotels... well.. if you've seen any of the plans for the games you'd understand that putting people in 8 years will not be a problem when you have 50,000 hotel rooms built (if not more), hugh stadiums, trains from west bay to main play arenas...
