If i understand, your problem is that that your brother already joined one company here in qatar and he went back. Then he is selected in your company so can he come to join your company??? right??
When he came ist time if he took the RP then story finished. He must have to take NOC from ist employer or wait for two years(i think) to come again here as a resident. Otherwise he can come easily.
