If your friend is working as a professional eligible for visa on arrival he can approach Qatar Airways Office in Dubai opposit Dubai Municipality on the same road as Ministry of Forigen Affairs they will grant him visa at a fee of QR 150 + he will have to purchase ticket from Qatar Airways directly. For sponsoring a friends visa will not be approved.
