Usually on the spot, tickets are issued to violations like parking on pavement, no parking zone or obstructing the flow of traffic. For the violations on the run, such as over speeding, jumping red light or illegal u-turns are only issued to the vehicle plate. Not necessarily a ticket is handed to the driver.
