Ok friend if your car is also third party insured, your insurance company will pay to your neighbor as its not your neighbor`s fault as per my understanding. You will be charged for police fine only. That`s what third party insurance means. Also if you hit your car and its your fault then you will have to spend on your car not by any insurance company.
