I faced the same problem few weeks ago when I applied a visit visa for my 68years old mother. I went to the immigration main office waited in the queue for 1 hour and visa rejecter without giving any reason. I waited for 2 weeks and tried again and without asking any question I was granted a visit visa extendable to 6months. I believe there is no such written procedure and this entirely depends on the person sitting behind the table. I suggest you to try main office and try again after a couple of weeks. Good luck..
