Just recently the UK has clamped down hard on phone users on the road. It is illegal to have the phone in your hand whilst driving. Even if using bluetooth you cannot use the phone itself whilst on the move. It even goes on to include eating whilst driving, holding a map, holding a piece of paper, in fact doing anything that can distract the driver, think it's called something like "not being in charge of a vehicle".
