You can get the Qatar licence very easily using your Austrian licence.
All you need is an eye test which you make at the licencing centre.
You will be issued with either a temporary licence which lasts as long as your buisness visa or a 5 year licence if you have a resident permit.
Its very easy to do and costs very little.
