I don't know whether its a closed compound or something and I'd need a pass or prior permission to visit, or if it's accessible to everyone(?)

Yes you can enter through Gate 3 and they will ask for your ID or driving license which you will get back on exiting EC

Yes you can go in the education city, granted that you pass all security measures.
