I am currently working in Qatar As engineer. I am having an open contract and I have completed two-and-a-half years with the company. Now, I want to move to another employer in Qatar itself. My current employer is not giving me NOC letter.and my future employer is ready to provide new visa. Am I eligible to join other company locally or need to goto home country and return back with new visa.

My family is under my sponsorship If my visa is transfered locally does this visa is still valid or need to apply for famiily

Didn't they say no need for NOC to transfer in Qatar as from Jan 2020?

You have completed two years. You should be able to change without leaving the country. Check with a good PRO firm who can help you.

Since your current employer is not willing to give NOC, I guess you will have to exit Qatar along with your family and come back on a new visa. Try finding out if you could return immediately after exit on a new visa without NOC as I am not sure of this. As for your last query, if you manage to change your sponsor locally, your wife and dependents will remain valid and not get affected as they under your sponsorship and not the companies.
