Dear how can I get my final settlement I was resign since May 30 it’s more then 20 days pass I have a job in my country tomorrow my joining date please advice me

There is absolutely no way except by requesting (proper word is "begging") your employer. Try to be diplomatic with him always smile when you meet him and curse him behind his back.

In the meantime, suggest you write to your new employer requesting him to to give you an extension on the date of joining.
