Profession Change - Urgent help

Can anybody tell me what are the procedures to change the profession from labor to admin in Qatar?
Is there any specified qualification criteria to meet for the changes.
I am still working as an labor for my company for 4 yrs, where my PRO says I do not match qualification level for the admin position.
I need urgent help on this.

You need attested & translated copy of your Degree or minimum Higher Diploma.
