Business Visa to enter Qatar to Work

Hi

After 2 months since I completed my requirements and submitted to the agency, they called to update me that the Employer will be providing Business Visa instead of Working Visa, I was told that they are having issues in obtaining of my Working Visa every time I ask for the status of my application. when I got there, they will apply for my working visa (or something like that).

Now, I'm worried. Is this legal? Is this safe?

Job Title (based on contract signed) : IT Assistant

Country : Qatar

I have talked to my former Supervisor and he told me that this is okay. Mostly in Middle they do this. bla bla bla. (same situation he had when applied in KSA). But I read on some forums that there are people who were offloaded because of their Business Visa.

Pls, I need your help.
