Cargo sent on 15th Nov 2016, but still not recieved.

Dear All,

I sent my cargo with one of the cargo company from qatar on 15th Nov 2017 by sea, still not recieved. Presently I am outside Qatar and spent lot of money to call this company to get status. They are irresponsible and not responding to me, please advise me how to raise this legally to local authorities.

You have made two conflicting statements in your post. While in the subject line you state the date as 15th Nov "2016", in the post you state 15 Nov "2017". Which one of them is correct?
