How to get my pending salary?

Dear all,

Please need help or advice, i was recently working one of advertising company here in doha for almost 3months as a sales executive and I am under husband sponsorship. After  signing thier offer letter they told me to start immediately and i started joining first week of march 2017, even no labor card yet but they promise me they wil process, so after finishing my one month i was wondering i didnt get my salary yet then when i askd our accountant he told that salary date is every 19th of month it means delayed  i was vry upset and arguing with him but no point he keep saying its company procedure so i just kep quite and waiting the date  and til got my first month salary. And another thing i was  already 2months worrying stil  i didnt get my labor card and evryday im outside working. But later on i knew they r not procesing it,  not even ask me to giv  documents for labor card.and  evrytime when i asked the manager he  kep saying to wait.  So after all, i decided to resigned my job and they approved my resignation letter but manager told me dat i hav to work til 2weeks and finish my pending job and payments from my clients and only they will release my pending one month and 2weeks salary and  i agreed on it But after i finishing all they already recieved the payments from clients and everthing. When i ask my pending salary they gave me a date twice.  but til now they didnt giv and now they are not accepting my calls. What should i do to get my salary.. Please give me some advice and anyone can help me.
